“People’s websites” is correct as people is already a plural.
One person’s website…
Ten people’s websites…
I doubt many people would put, “ten persons’ websites.”
“Spammer’s comments annoy,” means one spammer, whereas, “spammers’ comments annoy,” means more than one spammer.
